CLEVELAND -- Wide receiver Andrew Hawkins joined the Browns on Tuesday after the Cincinnati Bengals declined to match an offer sheet for him. The Bengals announced their decision eight hours before a five-day deadline to equal Clevelands offer to Hawkins was to expire.
